Ekiti CSDA hands over new Hilux van to State CARES Coordinating Unit
The Ekiti State Community and Social Development Agency, EKCSDA has handed over a new Hilux Van procured by the Federal Project Support Unit of CSDP to the State CARES Coordinating Unit.
The Ag. General Manager of the Agency while presenting the key and other documents of the vehicle to the State Coordinator of CARES programs, Mrs. Bukola Ogunlade, said the vehicle was meant primarily for operational purposes, and to assist the coordinating unit of CARES to effectively monitor and coordinate the activities of all the delivery platforms of the project in Ekiti State.
In his earlier remarks, the Board Chairman of EKCSDA, Chief Biodun Akin-Fasae, urged the State CARES Coordinating Unit to judiciously use the vehicle for the purpose it was meant for. He specifically charged the State CARES Coordinator to maintain the vehicle regularly to give optimum operational performance on-field activities.
The State Commissioner for Budget and Economic Planning, who is also the Chairman of the State CARES Steering Committee, Mr. Femi Ajayi, thanked Governor Kayode Fayemi for keying into most of the World Bank-assisted Programmes aimed at bettering the lives of Ekiti people. He said with all the facilities and enabling environment already put in place by the State Government, the take-off of the CARES project in Ekiti would be as smooth and resentful as possible.
Mrs. Ogunlade who later drove the vehicle for testing promised to deliver her duty as expected, and to the best of her ability, and the satisfaction of all the key stakeholders of the project.
The State CARES Programme is a jointly developed, World Bank Supported Programme aimed at mitigating the effect of the COVID-19 pandemic on the socio-economic well-being of our people. It was designed to support budgeted government interventions at the state level—targeting existing and newly vulnerable and poor households, farmers, artisans, and micro and small enterprises (MSEs) affected by the economic crisis occasioned by the pandemic.

...Meeting of Stakeholders for the Domestication of the Benue State COVID-19 Action Recovery and Economic Stimulus (BN-CARES) Programme Operations Manual.
The Benue State commissioner for Finance and Economic Planning Hon David olofu today charged stakeholders of the State CARES programme to remain focused and determined to ensure that with the domestication of the operation’s manual, the state’s $20million Dollars which is to cushion the impact of Covid-19 pandemic and expand access to livelihood support, food security and services, and grants for poor and most vulnerable households is put to judicious use.
Hon. Olofu stated this in Makurdi at the meeting of stakeholders for the domestication of the Benue Sate Covid -19 Action Recovery and Economic Stimulus (BN-CARES) programme operations manual. He noted that the document is approved standard procedures for performing operations safely to produce desired results.
Speaking onbehalf of the Director-General Benue Planning Commission Dr Sam Unom, the warehouse of the programme, the Secretary of the steering committee, who is also the State Coordinator of the programme, Mrs Iember Dagi, noted that the bringing together of all stakeholders during the domestication was to ensure that every one was carried along to arrive at a successful implementation.
Also speaking, the General manager of CSDA Engr. James Aboho and leaders of other implementing units, said, all the units are ready to implement the programme in the three result areas.
Responding on behalf of the stakeholders,Prof. Saasongo Nongo of the Dept. of Business Management, Benue State University and Mrs Cecilia Kyaagba, Chairman BENGONET all applauded this The Federal and state Governments initiative in collaboration with the World Bank to support the states in their efforts to mitigate the impact of the Covid-19 pandemic on the livelihoods of poor and vulnerable households and micro-enterprises in the country. Adding that they were fully ready to utilize the manual to the benefit of the organisations they represent.

BORNO Communities/ Groups Prioritize Education
Borno CSDP is intervening in 13 Local Government Areas in the state and has implemented 341 micro projects.
The deficit in classrooms because of insurgency is receiving attention as communities and groups benefiting from the Borno State Community and Social Development Agency are prioritizing education in the implementation of their micro projects. General Manager of Borno CSDA, Ciroma Usman has stated.
Ciroma said most communities and groups prioritized education, with building of conducive classrooms, renovation of classrooms, VIP toilets, provision of furniture, instructional materials and equipping of Laboratories. In Gasi community of Shani Local Government Area of Borno State for example, the CSDA assisted the community with classrooms which has increased enrolment and retention. Langama Vulnerable Group also benefitted with micro projects in the education sector, a development he said the beneficiaries are very happy. “Prior to the intervention by the CSDP, the pupils/students from Langama Community were studying in an unconducive, small thatched one block of two classrooms which hampers enrolment and reduces concentration while the primary school in Gasi was completely out of shape” Ciroma stated.
However, the CSDP intervention to Shani LGA, Langama has resulted in the provision of 1 block of 3 classrooms, an office and VIP Latrine. The school is also fenced to provide additional security while Gasi got 1 block of two classrooms. Borno CSDP is intervening in 13 Local Government Areas in the state and has implemented 341 micro projects.
Commissioning and Handing Over of Project Vehicles For The State Cares Coordinators under The Nigerian Cares Programme
An Address Delivered by The Honourable Minister Of Humanitarian Affairs, Disaster Management and Social Development
I am delighted to be here today to perform this important task of handing over the project vehicles for State CARES Co-ordinators to the Honourable Minister of State for Budget and National Planning which will eventually cascade down to the sub-national level.
Distinguished ladies and gentlemen, what we are doing today is a very remarkable event given the fact that the World Bank had initiated a grant to cushion the effect of the Coronavirus Pandemic (Covid-19) on the poor and vulnerable and some of the businesses in Nigeria. I strongly believe that the vehicles that are being commissioned today will go a long way in assisting the State Coordinators of the programme in carrying out the herculean task of alleviating the suffering of ordinary people in the Country.
At this juncture, I want to, on behalf of the President and the people of Nigeria, appreciate the World Bank for this wonderful gesture of coming to the aid of the poor and vulnerable people of Nigeria and businesses that were affected by the Covid-19 pandemic.
Let me also commend the efforts of the steering committee for N-CARES and the Federal Cares Technical Committee for their efforts in ensuring that the intervention from the World Bank gets to the people at the grassroots. There is no doubt that this assistance from the World Bank will impact on the beneficiaries as well as contribute to the rebuilding of the economy and prosperity in Nigeria. I therefore urge the States and the FCT to ensure adequate utilisation of the vehicles and the resources from the World Bank to bring happiness to our people.
By the honour conferred on me I hereby commission the vehicles and hand them over to the Honourable Minister of State for Budget and National Planning.

The arrival of Covid-19 in Nigeria early in 2020 has had a devastating impact on jobs and livelihoods. The lockdown that was imposed as part of containment measures against the virus severely affected incomes, as businesses were limited and restricted in the first phase of Kaduna State’s response.
A significant reopening of the economy has been on for several months, but the recovery from last year’s forced contraction and economic difficulties continues. The Kaduna State Government is especially eager to support the acceleration and expansion of this recovery to help businesses regain markets, revenue and confidence.
Therefore, we are delighted to commence the Kaduna State COVID-19 Action Recovery and Economic Stimulus Programme (Kaduna CARES). This is an intervention by the World Bank, through the Federal Government, to help stimulate sub-national economies and help their recovery from the economic devastation caused by Covid-19. We warmly welcome the loan of $20m that the World Bank is providing to support states in helping people and businesses get back in their strides.
The Kaduna CARES programme is designed to help restore the livelihoods of the poor and vulnerable, maintaining food security and facilitating recovery of small and medium scale enterprises.
Kaduna CARES is structured as a Programme for Results (PforR) to deliver results in three key areas:
i. Result Area 1: Increased social transfers, basic services and livelihood support to the poor and vulnerable households
ii. Result Area 2: Increase food security and safe functioning of food supply chain;
iii. Result Area 3: Facilitating recovery of SMEs through grants
Outcomes from the three result areas reinforce each other. Enhancing the consumption of poor and vulnerable households, together with employment and livelihood grants can help boost demand for the agricultural produce of farmers and food suppliers, and other goods and services offered by SMEs.
In result area one, 33,022 households are expected to benefit directly, while over 180,000 people will benefit indirectly. For result area 2, a total of 16,420 farmers will benefit directly, while over 100,000 people will benefit indirectly. For result area 3, a total number of 2,787 businesses will benefit directly, while over 60,000 people will benefit indirectly.
Beneficiaries of the programme will be mined from the State’s social register, farmers’ register and other State databases generated or built through a transparent and acceptable process in line with the key performance indicators.
Kaduna CARES will be driven by a steering committee with the following senior officials as members:
i. Commissioner, Planning and Budget (Chairman),
ii. Commissioner of Finance
iii. Commissioner of Business, Innovation and Technology
iv. Commissioner of Agriculture
v. Commissioner of Local Government
vi. Commissioner of Human Services and Social Development
vii. Focal Person - Social Investment Programme
viii. General Manager, Community and Social Development Agency
The program will be coordinated by the State CARES Coordinating Unit (SCCU), domiciled at the Planning and Budget Commission
The mandate of the State CARES Steering Committee (SCSC) includes:
i. Responsibility for providing oversight and policy guidance for the implementation of the CARES programme in Kaduna State in accordance with the Operations Manual.
ii. Meeting quarterly to consider issues affecting the CARES Programme in the State as may be brought before it by the SCCU including the monitoring report of the State Cares Coordinating Unit (SCCU) for appropriate action.
iii. The SCSC shall consider and approve the annual work plan and budget of the SCCU and clear the work plan and budgets of the Delivery Platforms that are to be funded from the CARES resources.
iv. The SCSC shall provide update on the implementation of the Programme to the Governor every six months or as may be required through the Chairman of the SCSC.
The duration of the Kaduna CARES programme is 24 months between 2021 to 2023.
The programme will be implemented with 4 agencies as delivery platforms:
a) Conditional Cash Transfer Unit of the Social Investment Office,
b) Community and Social Development Agency,
c) FADAMA Office of the Ministry of Agriculture, and
d) Kaduna Industrialisation and Micro-credit Board.
It is my pleasure to inaugurate the State Steering Committee of Kaduna CARES. Kaduna CARES is meant to benefit our people and their businesses. All our officials that are involved in delivering it know that they are expected to be rigorous, objective and uncompromising in ensuring that this program reaches its target.
This is not an opportunity to play favourites or to skew outcomes to the people you wish to patronise. It will be a violation of your oaths of office and the trust reposed in you to entertain or permit those who see every programme that is designed to benefit ordinary people as a chance for allocating slots.

Matawalle launches Zamfara Cares, Inaugurates Economic Revival and Development Committees

Zamfara State Governor Dr. Bello Mohammed Matawalle has launched the state’s chapter of Zamfara COVID-19 Action Recovery and Stimulus Programme, known as CARES. CARES is conceived by the Nigeria Governors Forum and introduced in all the 36 states of the federation as well as the Federal Capital Territory and being implemented with the support of the World Bank.
The programme would be addressed as Zamfara CARES for you Programme, and its motto would be ‘Matawalle Vision 2023’, Matawalle’s spokesman Yusuf Idris Gusau said in a statement on Thursday.
He said during the inauguration of Zamfara CARES and two other committees that CARES will accomplish its responsibilities through social transfer, livelihood grants, provision of basic structures, support to Medium and Small scale Enterprises and ensuring food security.
The Shattiman Sakkwato who noted that armed banditry has threatened food security and the general economic growth of the state expressed confidence that the programme would in addition work with the First Lady’s Office to address the issue of malnutrition in the State and also serve as panacea to positive changes and development in the state.
He stated that despite the impediments caused by insecurity and the COVID-19 Pandemic, his administration has made colossal investment in primary, secondary and tertiary education, healthcare delivery, roads infrastructure, construction of a cargo airport and a variety of other fields with a view to turning around the fortunes of the State.
Accordingly, the program which will be delivered through the three platforms of CSDA, FADAMA, the Ministry of Commerce and State’s CARES Coordinating Unit with government interacting through members of the Steering Committee will ensure adequate supervision of the Delivery Platforms to deliver the services that are required.
He further explained that services that CARES will deliver to the common man of Zamfara State are:
- Livelihood Grants- N 3.4 Billion
- Food Security – N 3.4 Billion and
- Job Creation through MSEs – N 2 Billion
The Matawalle Vision 2023 has eminent personalities comprising technocrats and politicians appointed to execute the onerous assignment with Alhaji Ibrahim Jibo Magayaki, Honourable Commissioner Ministry of Budget and Economic Planning- Chairman;

The governor also inaugurated a Committee to Identify Serviceable and Unserviceable Vehicles and Plants across all MDAs. This will allow the government to keep track of all of its vehicles and plants and their current State. The inventory will help the government make potential decisions on vehicle purchases, maintenance, and auctions.

Matawalle who reminded members of the three committees that they were chosen to carry out the tasks assigned to their respective committees in appreciation of their integrity, commitment, and hard work also charged them to demonstrate these qualities in the course of conducting the assignments.
Delivering an acceptance speech on behalf of the committee members, Secretary to the State Government, Alhaji Bala Bello Maru assured the governor that they will work diligently to justify the enormous confidence reposed in them .
He added that all the members of the committees collectively share the same vision of having a new Zamfara State that is secured, prosperous and developed where the yearnings and expectations of the populace would be met.
He assured to work efficiently round the clock according to the terms of reference given to them. Alhaji Bala Bello also thanked the governor for finding them worthy to serve in the various committees. The event was attended by the state Deputy Governor Barr. Mahdi Aliyu Gusau, former Deputy Governor, Hon Muktar Ahmad Anka, Head of Service, Alhaji Kabiru Balarabe, Deputy Chief of Staff, Dr Bashir Mohammed Maru, Commissioners and Special Advisers, Permanent Secretaries and Directors-General, PDP Exco and Senior government officials among others.
Governor Fayemi of Inaugurates Ekiti State NG-CARES Steering Committee
aimed at mitigating the effect of the COVID-19 pandemic on the socio-economic well-being of Ekiti people.
The Ekiti State Governor, Dr. Kayode Fayemi, performed the inauguration of the Steering Committee of the State COVID-19 Action Recovery and Economic Stimulus (EK-CARES) Programme. The State CARES Programme which is a jointly developed, World Bank Supported Programme, is aimed at mitigating the effect of the COVID-19 pandemic on the socio-economic well-being of Ekiti people.
According to the Governor, the project was designed to support budgeted government interventions at the state level—targeting existing and newly vulnerable and poor households, farmers, artisans and micro and small enterprises (MSEs) affected by the economic crisis occasioned by the pandemic.
"The State's Steering Committee which comprises of nine (9) members drawn from relevant MDAs in the State shall be saddled with the responsibility of providing policy direction and perform oversight functions across all the programme results areas and would also be responsible for reviewing and approving annual work plans for all the delivery units of the program," said the Governor.
Outlining the effect of the Covid-19 pandemic on the global economy arising from the global lockdown and its severed negative impact on livelihood and food security of Nigerians across the economic sectors, the Governor said the Federal Government in collaboration with the World Bank and the Nigeria Governors Forum developed the State Cares Programme to cushion the effect of the pandemic most especially on the most vulnerable segment of the Nigerian population.
In implementing the programme in Ekiti State, Dr. Fayemi said his Government would work through the State CARES Steering Committee to achieve the following among others:
∙ Enhanced delivery of social safety net, social assistance and basic services;
∙ Increasing food security and safe functioning of food supply chain;
∙ Facilitating recovery of household and micro enterprises and preventing their collapse.
Governor Fayemi therefore enjoyed members of the committee to see the appointment as another Call to Duty, in the service of the State.
"You were chosen based on your pedigree, commitment and dedication to duties. It is expected that you would endeavor to strengthen the implementation platforms in accordance with the guidelines and the MOU signed with the World Bank on the programme," he said.

In his welcome address, the Chairman of the Committee and Commissioner for Budget and Economic Planning, Hon. Femi Ajayi said the NG-CARES Programme was a World Bank Country Partnership Framework (CPF) for social protection designed at re-engineering the Nation’s economic base that might have been distorted by the impact of the COVID-19 pandemic. He stressed further that the Programme Development Objective amongst others, includes the access of poor people to livelihood support and food security services, and grants for poor and vulnerable households, and recovery of Small and Medium Enterprises in the state and Nigeria at large.
The Special Adviser, Development Partnership/SDGs) and Vice-Chairperson of the committee, Mrs. Margaret Fagboyo, thanked the State Governor, Dr. Kayode Fayemi for his proactive response to the challenge right from the outset as well as the effective management of the Covid scourge in Ekiti State.
"I want to commend your Excellency for acting ahead of your peers by setting necessary machinery in motion on time, constituting the State Covid 19 Taskforce and also the Response Resource Mobilization Committee set up to mobilize resources and manage these resources to cushion the effect of the pandemic in Ekiti State. The result is clear for all to see today."
Dr Obaje emerges National Coordinator of NG-CARES
appointment was based on Dr Obaje's track record of service to previous World Bank supported programmes of the Nigerian government.
The Federal government of Nigeria has approved the appointment of Dr Abdulkarim Ali Obaje, as the National Coordinator (NC) for Federal CARES Support Unit, Nigeria COVID-19 Action Recovery and Economic Stimulus (NG-CARES) being implemented in the 36 States of the federation and the FCT. The appointment has been endorsed by the World Bank Nigeria Office.
In the appointment letter, signed by the Minister of State, Budget and National Planning, Prince Clem Ikanade Agba, the minister noted that the appointment was based on Dr Obaje's track record of service to previous World Bank supported programmes of the Nigerian government.
Congratulating the new NC through the letter of appointment, the minister, who is also the Chairman of the NG-CARES Steering Committee, urged him to bring to bear his wealth of experience on his new assignment.
This, he said, would justify the confidence reposed in him by the Federal government.
Receiving his appointment letter, in Abuja, Obaje appreciated the Federal Government and the Minister of State for finding him worthy of such highly esteemed national assignment.
He therefore pledged, on behalf of himself and his management team, to discharge his duties with all sense of commitment, patriotism and loyalty.
Dr Obaje brings on board over twenty years of work experience with public service and development partners. Currently, he is the National Coordinator of the Community and Social Development Project (CSDP).
The NG-CARES is an initiative of the Federal government of Nigeria with assistance from the World Bank to mitigate the effect of COVID- 19 on the rural economy using CSDP, Fadama and Bank of Industry platforms.
His appointment will take effect from date of effectiveness of the NG- CARES programme.
Cross River State CSDA Board Commends FPSU
The Chairman Board of Directors of the Cross River State CSDA Mr Toni Ikpeme has commended the National Coordinator of CSDP, Dr. Abdulkarim Obaje for leading the CSDP in Nigeria achieve results. The Board Chairman made the commendation when he led members of the board on a visit to the NC in Abuja. The board Chairman said the people of Cross River state have benefitted enormously from the micro projects of the CSDA. Adding that the CRS CSDA under the leadership of Fidel Udie is touching lives of the poor in the state.
He condoled with the NC on the loss of Mr Adewale Fabowale, Head of Operations of the FPSU. He prayed God grants the late Head of Operations eternal rest.
Responding, the NC, Dr Abdulkarim Obaje described the late Mr Adewale Fabowale as a hardworking jovial fellow who would be missed in the CSDP. Obaje also took time to explain to the Board members, the differences between the financing options in CSDP which has been Investment Project Financing and the Programme for Results options being proposed in the NG-CARES.
He used the opportunity to further explain the role of the Board as different from Management both in CSDP and the proposed NG-CARES. In his words "the job of the board is neither technical nor operational, but advisory". He explained the budgeting process for NG-CARES and the strategic role of the Board in approval of Management request and why the Board Chairman is part of the State CARES Steering Committee.
He encouraged synergy of Board members who are mostly Permanent Secretaries with the view of galvanising efforts for results. The CRS Board members are in Abuja for capacity building on the proposed NG- CARES
SANWO-OLU Launches $20 Million ‘LAGOS CARES’ Programme for Youth and Women
MSMEs, Farmers among Top Beneficiaries of Economic Stimulus Programme, Project Funded Through World Bank Facility
Lagos State Government has rolled out a $20 million Coronavirus (COVID-19) Action Recovery and Economic Stimulus (Lagos CARES) Programme to support livelihood for poor and vulnerable households and to expand food security services in the State.
At the State House, Alausa, on Wednesday, Governor Babajide Sanwo-Olu launched the social intervention project that is focused on offering safety net to residents whose means of livelihood had been disrupted by the impacts of COVID-19 and also to building resilience of the State. The programme, which will be implemented for 24 months, is being funded through $750 million facility secured from the World Bank by the Federal Government for Nigeria-CARES project. Other states also benefited from the stimulus programme.
Lagos CARES will directly support 20,843 households and indirectly support 125,058 individuals within the State.
The programme encompasses three key result areas, including increasing cash transfers and livelihood support to poor and vulnerable households; increasing food security and safe functioning of food supply chains for poor households, and facilitating the recovery of Micro and Small Enterprises (MSMEs), while strengthening institutional support for coordination and delivery.
Sanwo-Olu said the programme was designed to be inclusive and packaged to specifically impact women and the youth. Its implementation, the Governor said, cuts across relevant ministries, including Sustainable Development Goals and Investment (SDG&I), Women Affairs and Poverty Alleviation (WAPA), Finance, Wealth Creation, and Agriculture.
He said: “Today marks another milestone in our effort to combat the negative impact of the COVID-19 Pandemic on our households, livelihood, food security and businesses. The CARES project is an integral part of the national approach, adopted to alleviate the burden of the COVID-19 pandemic, and enhance the wellbeing of our people.
“The Lagos CARES Programme will be implemented between 2021 and 2023, and will provide economic relief and recovery support to identified vulnerable persons. During the 24 months, the programme will directly support vulnerable households and indirectly support 125,058 individuals. There will also be interventions in 69 markets, while a minimum of 2,512 MSMEs will be supported.”
To effectively implement the programme, Sanwo-Olu set up the State’s CARES Steering Committee (SCSC), co-headed by the Commissioner for Economic Planning and Budget, Sam Egube, and Special Adviser on Sustainable Development Goals and Investment, Mrs. Solape Hammond. Other members of the steering committee comprises cabinet members and policy heads, who will oversee the programme and provide policy guidance.
The Governor also inaugurated the State’s CARES Coordinating Unit (SCCU) that will work directly with the delivery platforms of the three result areas for result monitoring and coordination. Sanwo-Olu expressed his confidence in the ability of the members committees, who, he said, had been part of the main drivers of the Government’s agenda for a Greater Lagos. He said: “I would like to remind the committee members not to lose sight of the T.H.E.M.E.S Agenda of the State Government as they work on the three result areas. This administration will continue to collaborate with people of goodwill in the public and private sectors, multilateral and donor partners as we deliver good governance to our people.”
Egube said the project would address loss of jobs and threat to food supply chain occasioned by the spread of the pandemic. He said the programme would leverage existing World Bank’s operations anchored on community-based approach and multi-sector interventions. On her part, Mrs. Hammond said the State would be implementing 10 Disbursement-Linked Indicators (DLIs) out of 11 across three results areas for impact.
The programme, she said, will benefit 4,652 farmers towards driving up agricultural inputs and services, adding that 5,460 farmers would be engaged in agricultural assets for production and mitigation of food loss and waste.
The Special Adviser said there would be provision of well-targeted conditional grants to co-finance loans for eligible 1,132 MSMEs.
