MEET THE MANAGEMENT TEAM

The BORNO state Community and Social Development Project (CSDP) is managed by a cross functional yet diverse team of professionals with years of productive experience in their various fields of specializations. The team is headed by Mr. Chiroma I Usman in the capacity of the general manager.

Mr. Chiroma I Usman General Manager

General Manager Borno State Community and Social development project Additional Financing AF, was a Senior Officer at National University Commission, one time Maiduguri Metropolitan Council (MMC) local Government Chairman I studied BSc, Geology at University of Maiduguri Class of 1996 living in Maiduguri, Borno State with a happy family.

Borno CSDP

Borno State Community and Social Development Agency became disbursement effective on 20th August, 2017. The Community and Social Development Project CSDP – AF additional financing is an intervention to effectively target socio – economic and natural resource management infrastructure services at the community level as well as improved Local Government Area responsibility to service delivery. Borno State community and Social Development Project come up with deliverables of 30 Community development plan CDP and achieved Implementation of 23 Micro project completed and functional out of 24 CDPs since inception 36 Micro project on-going remaining 6 CDP to be completed.

ACTIVITIES 

Borno State has 27 LGAs with functional LGRCs and Desk Offices established and trained. Also the Agency is working presently with 6 Desk Officers from the line ministries. Since the emergence of CSDP in the state to date, the Agency started with advocacy visits to various traditional rulers for their esteemed attribute toward achieving the Agency (World Bank) mandate. Sensitization was conducted to chosen LGAs base on poverty ranking in order to create awareness of the processes of CSDP using CDD approached, the LGAs involve are Chibok having 10 Community Development Plan (CDP) containing 21 Micro project and 8 completed and functional, Dikwa having 7 Community Development Plan (CDP) containing 14 Micro project and all 14 completed and functional and Mobbar having 7 Community Development Plan (CDP) containing 15 Micro project 8 completed and functional.

MONITORY AND EVALAUTION/SUPERVISION

Monitory and Supervision team were essentially promptly checking the project implementation processes within the interval of every tranche disbursements to community Micro project in order to make sure that the projects were in line with design and specification in the Bill of quantity using M&E tools hardcopy and soft M&E tools in carryout samples of project implementation progress, taking project coordinates and addressing pressing issues to the CPMCs for quality and sustainable project implementation according to the World Bank procedures. 

 

 

 

 

 

CHALLENGES, WAY FORWARD & LESSONS LEARNT

SECURITY The SA is working out modalities with the SG on timely clearance by security agencies in the implementation of all its activities at the community level.

GDP The introduction of cost benefit analysis in formulation of GDP is too elitist and academic to the understanding of the group members. Hence the delay in GDP implementation.

 

LESSONS LEARNT

  • Improvement in the living standards of group and community members.
  • Capacity Building of the group/community members.

PROPOSED DELIVERABLES FOR NEXT QUARTER JULY TO SEPTEMBER, 2018

  • Sensitization and PRA in the six LGAs identified based on the Poverty Map.
  • Facilitation and implementation of approved CDPs and GDPs in the six LGAs.

CONCLUSION

Born State Community and Social Development Agency became disbursement effective 20th August, 2017, was piloted July, 2017 during which the Sum of 20million Dollars was granted to the SA for structures to effectively target socio-economic and natural resource management infrastructure services at the community level. 

Objective of the Project

The overall goal of the CSDP is to improve access of the poor to services for Human Development (HD).

FROM THE OFFICE OF THE BORNO STATE GOVERNOR

 

Hon. Kashim Shettima, has described CSDP as another giant stride from World Bank assisted project and his administration specially aimed at giving succor to the voiceless members of the society and putting smiles on the faces of the less privileged through provision of improved social and natural resource infrastructures. He said this at an event held recently in Maiduguri by the State Agency.

The General Manager of Borno State Community and Social Development Agency further stated that Governor Kashima Shettima participatory style of governance is demonstration of the trust and belief in the resourcefulness, resilience and industry of every good citizen and resident of Borno State Despite the insurgency.

He re-affirmed the resolve and commitment of the BOCSDA and line Ministries in giving policy guidelines for the smooth administration of the project in the state and will continue to contribute and partner with the grassroots to deliver development deliverable. He therefore thanks the Borno state Governor for the opportunity given to the BOCSDA and his unalloyed support for the project.

 

 

He commended members of staff of the Agency for facilitated 45 Community self-help multi-sectoral projects to date. He further called on Communities that are yet to benefit from CSDP to embrace this scheme in order to enhance their capacity as development is no longer a tailor-made affair, but a collaborative endeavor achievable through active participation of the beneficiaries.
